On this source tape covering the 16th International AIDS Conference in Toronto we covered Stephen Lewis' closing address to the conference. Lewis, the Special Envoy for HIV/AIDS in Africa at the time, had this to say about the South African government in his address: "South Africa is the unkindest one of all, it is the only country in Africa amongst all the countries I have traversed in the last 5 years whose government is still obtuse, dilatory and negligent about rolling out treatment. This is the only country in Africa whose government continues to propound theories more worthy of a lunatic fringe than of a concerned and compassionate state."
